In
the film Intacto (2001), luck is
treated as an objective quality that can be possessed, given or taken. This
seems profoundly at odds with a causal account of reality: as big a fan of
Larry Niven as I have always been, he loses me in Ringworld with a character who is very lucky because she has been
bred for luck. The idea of selecting for qualities rests on the essentially
random nature of reality. In Doctor Who narrative, however, we have a means of
accommodating this discrepancy: The Enemy are defined by the incompatibility of
their reality with that of the Great Houses: the objective Web of Time that we
are used to living in. I don’t think any of the characters in this film are
agents in the Second War in Heaven: I think they have stumbled across an
intrusion of Enemy reality and are seeking to exploit it for their own ends.

In The Fallen, Izzy refers to 2001: A Space Odyssey (1968), a film made before she was born but set in her future. The gag is that the Doctor is entirely unfamiliar, as he might well be if it represented action in the Second War in Heaven, subsequently annulled but accommodated as fiction, like Sherlock Holmes or, going in the opposite direction, Dracula. Any of several Wartime powers could have been responsible for the black monolith that, it would appear, influenced Tellurian technology so that there was a flourishing Lunar colony by the end of the twentieth century.
