Parkin assumes that this must take place a few years after Lords of the Storm, presumably because the Sontarans have not yet taken advantage of the Sentarion worm-hole...but Admiral Sarg is regarded as an eccentric, and this project will have been given a low priority. A time much closer to Mean Streets, particularly with regard to Garshak’s lifespan, makes more sense, I think.

 

Pitch Black (2000) is set in an Earth-based interstellar culture and dated 2578, all I think entirely compatible with Doctor Who narrative.

The Doctor says the Sontaran-Rutan conflict has been going on for ten centuries, which is very wrong, unless he is using Pandoran centuries and Pandora takes over thirty million years to orbit its primary, which would make it a very long way out. Stave is addressed as Marshal and Admiral: perhaps dual rank was conferred on him as a crisis response to the fall of Sontara. The Pureblood Sontarans are tall and spindly, but if they have spent over three aeons on a planet with lower gravity than Sontara, that is a very modest change.
