Takes place at various points in space and time, including the north Atlantic and Ghana; Richard Marston dates the launching of the Dalek mission as 3773 CE in the Dalek Chronology. This is plausibly how long it might take the Daleks to get a working time machine after examining Trod technology after The Trodos Ambush. Peel tells us that at this point Skaro is ruled by the Dalek Prime, the first Dalek to roll off the production line in Genesis of the Daleks. I speculate that it took over Dalek society following the death of the Emperor in The Exterminator.
