Dating this after 2000 CE because Jack’s claim to have got a sonic screwdriver at the Red Dragon Centre in Cardiff is probably erroneous as it doesn’t actually stock them. On the other hand, the little girl in Fragments told Jack he would not meet the Doctor again until the century had turned twice, and that’s probably good enough.

The explanation for the Fermi Paradox in mainstream Doctor Who narrative seems to be that interstellar society has Earth under an absent-minded information blackout, by no means an impossible explanation for the Fermi Paradox full stop.
