At this stage, the primary political authority in Mutter’s Spiral, or at least the Solar System’s part of it, appears to be the Federation. The 2G&BHE seems to me to be more of a cultural phenomenon, and certainly a commercial one, possibly the result of extensive Tellurian interstellar emigration in the late fourth millennium. I differentiate it from the Second Empire, post Great Breakout, in the early sixth millennium.

The Earth’s population is given as four billion: presumably much of its surface is still uninhabitable, so its people would be squeezed into densely populated environments.

Space Year 2406 would be 4363 CE.
