Clarke’s 1951 short story Superiority describes an interstellar power
being overrun by a technologically inferior enemy, because it recklessly
commits itself to innovation without trialling sufficiently for real-world
consequences. I suggest it could be describing the fall of the Second Empire at
about this point.
